For 2.5D Carving you need 2 bits, a roughing bit, could be your 1/4 inch downcut but for the details you need a tappered ball nose bit like: SpeTool Tapered Ball Nose End Mill 1/4" X 3" with 0.5mm Tip Diameter(0.25mm Radius) Ball Nose 5.26Deg Router Bit
