Help - Minnie cut out

Good day smart people. I thought I was doing ok on projects but stuck. I was hoping to make a xmas present. I cant figure this out. I do not want the bow cut out with the over all image. Ughhhh. Please help. Tried moving the tabs too and the ones on the bow stay on that loop. :(

Try making a copy on another panel, then edit out the points of the bow. Then make the first cut of the entire project as deep as you want it, then using the second panel to cut the outline. I was able to do this, but I dont know how to post the zip file on here.
